I have a tendency to read things the way I'd like them to be, so I want to be sure I understand your meaning. Are you saying that it is not required by federal law for handguns to ship dealer to dealer?

No. This is not correct. What I believe is being said is that an individual may not ship a pistol via USPS to another individual, but that a dealer is allowed to ship to another dealer via USPS. See the difference? Also, this difference in who may ship pistols to whom via USPS is due to postal regs rather than an overarching public law. This has nothing to do with federal law requiring interstate firearms shipments to go through an FFL.
