No. This is not correct. What I believe is being said is that an individual may not ship a pistol via USPS to another individual, but that a dealer is allowed to ship to another dealer via USPS. See the difference? Also, this difference in who may ship pistols to whom via USPS is due to postal regs rather than an overarching public law. This has nothing to do with federal law requiring interstate firearms shipments to go through an FFL.
