Though the concept has the potential to be a good thing, I actually think that is entirely outside of federal Constitutional authority, and in any event the Constitution already requires the several States to honor the laws and judicial proceedings of other states. This law may attempt to trump that Constitutional requirement, which is also not within federal authority to do.
