I think it's a little much to say that a rifle can only be a "controlled feed" if the extractor claw can't pick up a cartridge in the chamber. Some of my old military mausers will, some won't. It does seem to depend on the individual rifle, and to be fair, it's possible that some of them have had the extractors modified to allow this.
