I have a Savage 93 in 17HMR ($200.00) that after breaking the barrel in has fantastic accuracy, well under MOA if the wind isn't blowing. I undersatnd the Marlins are generally more accurate on average than the Savages out of the box. Probably the most bang per buck is a good .22 there are some very inexpensive semi-autos that you can get for under $150.00 and shoot all day long for next to nothing.

One's first rifle should be a .22.

Over the years I've come to like the CZ 452 about best of all I've used. Check them out here.

Here's what mine looks like. It will shoot near as well as the Winchester 52 competitition gun I shot for years.

NEF Handi rifle in 17HMR, 22 mag or 22lr. Cheap single shot, accurate and great fun. Mine in 17HMR rips bunnies apart
