Anyone have experience with one of these? I'm tooling up to load 40 S&W. My brass is range pickup and this looked like a good idea to me. Sizing them with my Lee carbide FL sizer leaves a bulge near the head. I don't know that this is or is not a problem as I haven't yet made my first handloads. Below is the link and the picture.

Have done just that with .45ACp and .380ACP...cases with straight sides and no rim...but haven't done it to .40's. As you read #2 below, realize back when i had to process that kind of range brass, was using lubed cases and a steel die (not a carbide die).
Mostly to clean up case rim nicks and burrs, but it will size the whole case.
Two things to think about;
(1) Pushing a bulge back in disguises it, but doesn't make a weakened area any stronger...in fact, like bending a coat hanger back and forth, tends to make a weak area more brittle as it expands out and is pushed back in each sizing. If the case is that swollen at the base, there's a good chance that it's weakened.
(2) Is possible to crack the carbide insert (assuming your dies have a carbide insert) on the solid web of the case as it passes though.

FWIW- The RCBS carbide sizer resizes the glock 'bulge'. Its also cheaper than that item.

Matt, how does it do the portion of the case length covered by the shell holder?

The shellholder only covers the rim and the case head. If that part is expanding you are in serious trouble, no die is going to fix that.

I do not have a .40 S&W , but from what I have read , I would mash the buldged brass and sell it for scrap .
