I am researching a small arms sabot business opportunity providing sabots for rifle loads to hand loaders, and have hit a stone wall with suppliers because they are afraid of BATF intervention with all of the attention to firearm "signatures" there days.

Does anyone know the authority under which the BATF can regulate this sort of thing? I want to work with the BATF to solve their problems with sabots, but need to know more about their authority before proceeding.
