Ruger 77 MkII .243 Feeding issues

Sorry if this has been brought up before but i did some poking around the site and didn't see anything. I have a Ruger 77 MKII in .243 Win with a Hart barrel on it. It does not seem to want to feed right, 95% of the time the casing runs up and the bullet hits the rear of the barrel at around 11 o'clock. I replaced the Mag well (someone messed with it) but didn't help, and am thinking about replacing the follower spring. This seems to help some people. This is my first Ruger, and was wondering about the follower. It is shorter than the mag well, Is this normal? the follower moves back and forth about a 1/2". I bought this rifle used for less than half of what it's worth, and it shoots really good (1/2" MOA or better depending on me!), but this is annoying. I know the gunsmith that put it together, if all else fails I guess i'll just have him, or my gunsmith look at it.

PS... Ruger should go back to the tang safety.
