Measuring from the action face to the lugs really won't give you an important number. What matters is that the lugs are seated and the bolt face is perpendicular to the bore axis.
My advice is to make careful measurements of the barrel you pull, note them and then refit that barrel. Setting back the old barrel is the cheapest way to learn. DO pay close attention to things that affect each other. A face cut on the action makes the outer ring closer to the bolt nose. A deep lapping job pulls the bolt face father away from the chamber. Resurfacing the recoil lug makes it thinner...etc. Mostly common sense, go slow and think about the relationships, other than that, it's just simple machine work.
BTW if you haven't, might take a machinist course at you local Vo-tech. Keepin everything lined up is the key to making them shoot.
