.223 Monarch russian made ammo

I know a lot of you are hand loaders and you probably look down on cheap steel cased ammo. Now I know why. I'm just wondering if my experience with this ammo is normal.

I bought 5 boxes of 20 for this stuff. It's steel cased, 55gr, fmj ammo. I opened one up and it was stuffed to the brim with better than normal russian powder. Most of the time I open up a 7.62x39 that's russian made and it will have big clunky powder. I opened this stuff up and it was finely grated. All of the russian ammo I've bought before for my sks shot straight, so I wasn't worried about the .223.

On with how it works. I was shooting this out of my NEF Handi rifle. I shot 20 rounds of the Monarch and I was confused. It was flying all over the place. It started to make me question my equipment. I had a little winchester 55gr, brass cased, fmj ammo left. So I fired 5 shots monarch and 5 shots winchester. The 5 shots of monarch were completly random and all on the outside edge of the target AT 50 YARDS! They should have at least all been in the center ring. I fired the 5 shots of winchester. BAM first 3 shots were touching each other.

It ruined my day. I had useless ammo and I had to go home early. I went home and got some calipers. I measured the monarch right where it meets the shell casing. It was 5 100ths of an inch smaller. I assume this is why it was all over the place. I emailed academy sports where I bought it. They've told me that they emailed all of their stores and all of their customers to warn them about it and they thanked me for letting them know. It would have been nice if they had offered me a refund or something....

Has anyone else tried this ammo?

UPDATE:

I emailed Academy in a friendly way and they told me they were going to do something about it.

My friend went to Academy today and all of the Monarch ammo was pulled from the shelf. They even took the 7.62x39 off of the shelf. I have no clue why. The 7.62 shot fine through my SKS.

Can anyone confirm this in your local Academy.

It has been about a year and a half ago, I bought a new AR and I bought a bunch of different brands and weights to see what it liked. I don't remember the name but I know it was Russian or some Slavic country. It was steel cases and what looked like FMJ. They were all over the paper some not even on the paper and some keyholed. Further inspection showed that they were copper coated lead. I put the calipers on them and they were .05 or more under sized. I took them back to where I got them and they took back the ones that were left and gave me full credit. I never did follow up on them I wish I would have.

Russian made ammo is hit or miss. Wolf will not function in my AR, It stove pipes on every round and accuracy S****. Barnuel (spelling?) functions fine with ok accuracy, good for plinking, Brown bear is super dirty and is bad overall. Yugo ammo is better, Prvi and Igman are both good plinking rounds. Both also make decent hunting ammo. They are brass case and reloadable also.
