lead bullets in Ruger 96/44

I recently purchased a used Ruger 96/44 and shot it yesterday with a variety of bullets, mostly lead from Lyman mold 429421 (Keith 250 gr.). I have used that bullet a lot in revlovers and consider it very accurate. My load was 23.5 gr. H-110 in Winchester brass. The scope mounts were tight and the scope that came with it was a Bushnett Sportview. I know that is a low end scope, but assume the previous owner had confidence in it as he had loctited the screws.
The groups were terrible, in the range of 9" at 100 yds. The scope would adjust, though with the shifting POI, it was not clear whether the scope was changing zero or the rifle is at fault. Certainly, it couldn't be the shooter LOL. My son and I both shot with same results.
My questions and comments are; (1) What is the reputation of this rifle as concerns inherent accuracy? (2) Though I used a hard cast bullet, is it possible that with the additional velocity from a rifle, that the bullet won't hold the rifling? I tried three jacketed bullets with similar poor results, but have not ruled that out as a possibly without further testing. (3) I intend to try a proven scope to determine if the Bushnell is the problem. I would expect similar accuracy as the Deerslayer and have not heard of accuracy problems with it. Thanks for your advice.

If the jacketed bullets also had issues, then I think I would try a different scope next.
