My goal is to load the heaviest bullet that will work from a 20" Winchester 94 (new production) at 1000fps (no faster). The goal is to have less noise. If you take a 405g bullet and seat it deep enough to work in a lever action, will it still have enough powder capacity to push it to 1000fps? I would simulate this with QuickLoad but I am away from my computer.

Hi rsilvers,  I don't have any experience with the Win94, but have been shooting subsonic in my suppressed Ruger 96/44.  I have found that I couldn't get the Ruger to shoot accurate enough with projectiles that were much over 310grs at subsonic velocities.
I don't know how the twist rate of the Win94 compares with the Ruger. But I suspect that it would struggle to stablize the 405gr projectile at subsonic velocities.
