I recently acquired a browning b78 in 45/70 government. Sometimes the hammer stops short of striking the firing pin, around the position of quarter cock. Any suggestions?

I am not sure about the b-78s but, on the modern versions of the 1885s, if the trigger is adjusted too light, then the hammer will only snap to the safety position, and will not fire. by adjusting the trigger sear release in the oppostie direction it should solve your problem.
