Well, it's been through Germany at some time. German law requires a proof mark on all firearms.

Yes, it would be an American made handgun, that was brought into Germany, and then proofed as required by German law.

German-proofed American-made firearms are not at all uncommon. Millions of American soldiers have been stationed in Germany over the past 60 years, and many of them bought guns in their base PXs. All of those guns had to have a German proof to be legal.
