Just bought a container of Blackhorn 209 and when I opened it I found it was half full. Is this normal?

it is a 10 ounce jug. I can't remember what my Blackhorn looked like when I opened it.

The 10 oz. jugs I've gotten aren't full. I just now opened an unopened one...it's pretty much at the 1/2 way level. And still the best, in my opinion.
