Go to the User CP (left end of the light blue tool bar near the top of the page). That takes you to the User Control Panel where you can edit your profile. On the left side of that page is a menu. Scroll down to Miscellaneous. The second item is Buddy / Ignore Lists. Click on that. Enter the offending user name in the second box. To un-ignore, you enter the name again, but with the box unchecked.
