Very interesting. Iowa borders Missouri, so Iowa's may-issue status has been a topic of interest to me. The bill passed the House with amendments 81 to 16. The Senate passed the amended bill 38 to 4. I am not familiar with Iowa's legislative process specifically, but generally such an overwhelming majority does not require the Governor's signature. The act takes effect January 1, 2011. The new law does indeed appear to recognize permits issued by other states.
