I ended up with a 94 that the barrel has been twisted. It would seem that someone got carried away with a hammer and drift trying to get the rear sight out. when you look down the barrel the rear and front blade are canted towards the left by about a 16th of an inch. You can see this by looking at the notches in the breech and reciever that no longer line up correctly. So, how can I go about getting it back into position, or is it ruined?

It would not seem that the barrel is twisted, but that it had been removed from the receiver and not correctly installed. You need to find someone with a barrel vice and get the notches aligned correctly. At that point the sights will be perfectly vertical.
