Haven't used HBWC's myself, so this is theory, but I'd load them backwards, to avoid any possibility that the skirts could separate and stick in the bore.

Jack's suggestion of 3 grains of Bullseye sounds about right (4 grains works in the '06 so there would be some reduction for the smaller case).

As far as being undersized - the lapping compound will bring up the effective diameter of the bullet somewhat, but really you'd be better off with some lapping bullets in the range of .360" or so.  

I don't suppose it would hurt to try 10 or 20 and see if you've made progress at that point.
