It depends

A first I thought there were SAC Variwads made back in the 1960s by Sullivan Arms Corporation. The prongs under the shot cup are different. So I am not sure what they are. All the best...

They're not ACTIV.

Sullivan Variwad at first look. They made several and I don't have any left.

The only other wad that I can think of that it might be is WANDA. They made a 2-piece wad, but they came as a 3-piece set. An overshot wad was included because a WANDA hull wasn't crimpable. (Is 'crimpable" a word)? If it's a WANDA, the only reloading data I ever saw for them was in WANDA hulls.
