There should be a small cotter key that fits in the hole at one end of the primer tubes. That key should be in place when you load the tubes. The end of the tube that doesn't have the hole for the key will have a C-clip spring thingy on it.
To load the tubes, you place the primers on a hard surface, shiny side up. A primer flipper tray is ideal for doing this and will orient the primers for you. Then just press the C-clip thingy end of the tube over the primers one at a time and they will snap in and be retained in the tube by the spring thingy. When the tube is full, invert it and insert the Cotter key end in the primer feed attachment on your press. Then pull out the Cotter key and the primers will slide down and be available to feed.
