There are two more receiver peep sight options, both of which will readily allow zeroing with the issue height front sight.
The first is that if you have a Rossi with the lawyer bolt-top safety, it can be switched out for a drop-in (no gunsmithing) peep sight from

The second alternative is to use either a Williams 5D-94AE or FP-94AE, which are top-mount receiver peep sights meant for a side-eject Winchester Model 94.
They both require one h 6-48 hole be D/T'd atop the rear of each receiver sidewall, just ahead of the locking lugs for the base.
The sight crossbar lies behind the mounted base in it's lowest position, instead of higher like other top-mount peeps like the XS.
When installed, though, they look pretty much like side-mount Williams receiver peep sights from a few feet away.
