Reduce powder charges can cause higher pressures.

That is why starting loads are noted and warnings are made not to reduce loads below a certain level.

For example, it is not safe to put a load from a 38 into a 357 case unless you know how the powder reacts in that larger case. With Reduced loads, you have to start at the starting load and work down carefully. Do not go below safe reduced powder amounts noted by experts and powder manufacters.

Some powders just go wild below certain charge amounts and it is only safe to go over starting loads, but DO NOT reduce them.

Less powder does not have to mean lower pressures and safer loads. The reason has to do to the ignition of the powder and surronding air volume.
