Not the VTR, but I do have the SPS (24" barrel) in 243 Win. and it's plenty accurate for varminting between 300-400 yards, with the limiting factor being my shooting abilities.
Besides the barrel and cosmetics, are they doing anything different with bedding or otherwise any action tuning? If so, I think you'll be very happy with the accuracy capabilities. If not, I think you might still be happy with SPS-type performance.
You can expect around 25 fps velocity loss at the muzzle per inch of shortened barrel, depending upon bullet weight and powder choices. Out at the target, those velocity differences at the muzzle are meaningless. Wind will have a much greater affect than bullet drop.
