I have recently purchased a single sot in 30-06 iwould like to know if i need a special tool to adjust the front sight

If it's on a dovetail, you can gently tap with a hammer and a short piece of brass rod. Been done that way for generations.

Brownell's has lots of "front sight pushers" and surely one of them would work for your gun. But I'd give it a couple of gentle taps and see how it goes.

Does the rear sight not allow for both windage and vertical adjustment? I'd think that might be easier to accomplish.

Yeah, I'd try the rear sight if possible.
