Make sure the safety is automatically being fully reset to the safe firing position after cocking. I just solved that same problem. There is a small spring that is the Safety Plunger Spring
Product #: 994180. This resets the safety. I believe the spring looses strength over time and will not reset the safety completely. If the safety is not fully reset after cocking, the gun will double. Took me three days to finally figure it out.

That shottgun is really a Valmet marketed by Savage.
