I daresay most of the steel in the world these days is made from scrap, and there's nothing wrong with that. Each batch is made according to a "recipe" resulting in the desired end product.

No manufacturer, to my knowledge, makes their own steel for barrels.

It's not scrap, it's called "recycling". And as the others have stated, there's nothing wrong with it, it's just as good as new steel.

Don't care if it is "recycled" steel or not. I am more interested in whether it is "domestic" or foreign steel.

Fair enough. Well, whatever it comes into their foundry as, it comes out as 4140 steel .
