We have similar slug ammo over here, although the plastic sleeves are designed to fall away shortly after the slug leaves the muzzle - a sabot is the term.

Some of the slugs use lead cores (hard lead though, not soft like a traditional slug), some are copper, some are just pistol bullets, and there's no telling what all other things they could be.  Haven't heard of steel but it should work OK, as the plastic sleeve will protect the barrel.

Since the slugs are smaller than the bore they are more aerodynamic and yes, generally shoot flatter.  With a rifled slug barrel or even a rifled choke tube, some of them can be quite accurate.

I don't hunt with slugs but if I did that's what I'd try first.
