I have a F-Class rifle built around a Stiller Viper SS action. It is a great action.

I've got a couple of recievers made by Phoenix Machine in Stainless. They are really slick and well machined. I used bolts from Pacific Tool and Gauge on them. I'm really sold on those bolts. They come in a variety of fluting / grinding patterns and allow a person to add their own style of bolt handle.

Picked up 6 donar 700 rifles a couple of years ago fairly cheap. One is in the middle of a build, another I will blueprint myself over the summer while taking an NRA short course. They will both use Pacific Tool and Gauge bolts.
