Anyone know about Valor rifle scopes?

A Valor 3x9 is mounted on a rifle I purchased recently.

Does anyone know about these scopes. Are they of decent quality?

Where and when were they made?

I can't find anything on them other than they are made in Japan. I've never heard of the brand til now.
