If the ammo is really dangerous, hazardous to shoot, follow these instructions:

Package ammo tightly in bubble wrap then adding a dessicant pack, vacuum seal in heavy plastic for water-tight protection. Pack into FedEx Express overnight mailer, and address with this:

Seriously, what you mentioned is absolutely right, dropping them in a container of kerosene, light oil or any other light petroleum liquid for an extended period of time will render them inert, and may be safely disposed of thereafter!

The Army did a test on primers to see what would make them inert. The winner came out to be WD-40. Pull a prank on a friend it really worked just one drop on the primer it seeps into the case head and deactivates the primer. P.S. The friend wasn't to happy twenty cases went to the puller to be reloaded all with dimpled primers not one fired.

 

Once upon a time I had a bunch of old ammo, pre WWII, that was misfiring. I took the ammo to the work bench and put the case in the vise and crushed the shoulder area of each case. No one could chamber the rounds and I could feel confident in the safety of throwing the stuff away. The crushing of the case broke the seal of the case mouth on the bullet to allow moisture in for decompostion of the power.
I think this process would work on the larger revolver cases as well or you could use bolt cutters to crush the case.  The short automatic cases could be disabled with a cold chistle and hammer. Just give the case a whack with the chistle edge in the middle of the case to warp the case.

You didn't say the ammo in question was dangerous, if it is, then of course de-activating as others have suggested is a wise approach.  Another thing to consider if it is handgun ammunition, and that is to shoot it in a gun of the next level of strength if applicable, .38 in .357, .44 Spl. in Mag, etc.
