I know how well RL15 works in the .308 Win. for accuracy, but is it as good for paper punching in the '06(i have a 06 target grade) or would the slower burning RL22 be better?

I would say it depends on what weight bullet you plan to shoot in your '06. IMO, for bullets of 150 gr or under, I would suggest the RL15. For bullets of 165 gr or heavier, the slower burning RL22 would probably give you an extra 150 to 200 fps at maximum loads, and provided good accuracy in my old Model 70 carbine.
